A Consensus of Best Practices

Guide to State Government Program Brain Injury Policies, Funding, and Services

The Guide to State Government Program Brain Injury Policies, Funding, and Services is meant to provide an overview of each state system of care for people with brain injury across the nation. It contains contact information and an overview of the services and programs available in each state, including the Lead State Agencies on Brain Injury, Advocacy Organizations, Medicaid Waiver Programs, and Brain Injury Advisory Councils.


In 2023, NASHIA was awarded a grant from the Moody Endowment to develop consensus related to the practice of resource facilitation. Elements for consideration included the name, core components, principles and approaches, evaluation and measurement, and data collection. To accomplish these objectives, NASHIA implemented a Delphi Consensus process with brain injury leaders across the country.


An Analysis of Intake Tools Used in Brain Injury Resource Facilitation Programs

NASHIA was tasked with identifying intake tools currently used across states for resource facilitation, comparing and reviewing common elements, and recommending best practices for state assessment tools related to an individual’s initiation and areas of need in a brain injury focused resource facilitation program. Information was gathered from a total of 33 states and from several state advocacy programs providing community-based service provision.

Building Capacity of Veteran Treatment Courts: Resources for Brain Injury Programs

This online toolkit provides state brain injury programs an overview of what veteran court is, a video from a judge’s perspective designed to promote buy-in for the need for this support, tip sheets for a variety of audiences, and PowerPoint training slide decks to aid in training efforts.

Also available are a literature review, and structure and process documents.


Criminal & Juvenile Justice Best Practice Guide for State Brain Injury Programs

Prepared by NASHIA Director of Technical Assistance and Special Projects Judy Dettmer, for the Administration for Community Living TBI State Partnership Grant Workgroup on Criminal and Juvenile Justice. Online toolkit includes the complete Best Practices Guide and supporting materials such as screening protocols and tools, training materials, sample consent forms, tip sheets, suggested reading, and other resources.


Brain Injury and Child Welfare Best Practice Guide

Prepared by the Administration for Community Living TBI State Partnership Grant Ad Hoc Workgroup on Child Welfare. Online toolkit includes the complete Best Practices Guide, supporting materials, screening tools, fact sheets, and links to trainings and many additional resources to support implementation and learning.
