TBI Act Reauthorization

Overview


Reauthorization of the TBI Act is crucial to continue authority for appropriations for the HRSA Federal TBI Program.  It is the only Federal funding available to assist States, Territories, the District of Columbia, and American Indian Consortia in building or enhancing coordinated systems of community-based services and supports.

NASHIA supports the establishment of formula funding to designated lead agencies to develop or enhance TBI service delivery.

Federal funds, by means of formula grants or other sources, must not supplant any efforts currently provided by the States, but rather enhance and expand existing efforts.

NASHIA supports the deletion of match requirements as they impede States from application.

NASHIA calls for the deletion of all references to "projects” within the law as such language encourages time-limited activities or products (e.g., brochures, trainings, etc.) rather than ongoing systems change or service delivery.

NASHIA supports the addition of specific language that authorizes HRSA to award contracts, agreements, or grants to carry out activities in support of Federal TBI Program goals and for national projects of significance that impact the field of traumatic brain injury and service delivery.

NASHIA supports the addition of specific language that authorizes the Centers for Disease Control and Prevention to establish a national information center.
